WINNIPEG, Man. September 13, 2013 – The Catholic Civil Rights League, represented by Manitoba director Francine Lee, appeared before the Manitoba provincial legislative committee hearings into Bill 18 on Sept. 11. The League said the province should ask the Manitoba Court of Appeal for a reference on the constitutionality of the anti-bullying bill, citing its lack of protection for religious rights. We argued that anti-bullying policies need to be comprehensive and geared to helping all students, not singling out those penalized for sexual orientation or gender issues.
